The issue of a favorable quality report is carried
out by an Assessment Body: recognized Assessment Bodies or the Instituto
Cervantes itself.
Once the declaration on the fulfillment of requirements is obtained,
the process of carrying out the quality report begins. The steps
for obtaining this report are the following:
1. Establishment
of a contract between the applicant center and the Assessment Body
which will provide the report.
2. Dispatch
of all documentation requested by the Body in order to prepare
the inspection visit.
3. Delivery
by the center of a sworn declaration through which it agrees to
present the legal documentation should the Instituto Cervantes
enter into an agreement.
4. Inspection
visit.
5. Issue
of quality report.
Meeting the minimum requirements does not
guarantee obtaining a favorable report, as this depends on the
points obtained in different areas.
A favorable quality report is obtained when
appraisal of each section achieves the established minimum.
If the minimum number of points is not achieved
in any one section, approval is not granted, even though the total
number of points exceeds 80.

The number
of points is laid out in a form drawn up by the Instituto Cervantes.
The report concludes with:
- A report providing recommendations
for improving the quality of the services provided by the teaching
center.
- A specific report on the training level of the center´s
staff and recommendation of one of the following training modules:
- First Module: 30 hours, with a minimum
of 10 hours the first year.
- Second Module: 20 hours, at a rate of 10 hours per year.
- Third Module: 10 hours.
The report will be issued in a maximum
of two months from the date of the visit to the teaching center.
Under no circumstances will issue exceed six months from the date
on which the application was made.
The issue of a report by an Assessment Body
places no obligation on the part of the Instituto Cervantes to
sign a joint agreement allowing a particular teaching center to
join the Network of Associate Centers of the Instituto Cervantes.
If the report is granted directly by the Instituto
Cervantes, it will send a copy to the teaching center. If the
report is provided via an Assessment Body, it will send this to
the Instituto Cervantes and to the teaching center in question
within a maximum of ten days from the date of issue. The report
must always be signed by an authorized person.
Where a center does not achieve the points
stipulated by the Instituto Cervantes, the former can request
a quality revision within a maximum period of four months.
Assessment Bodies must always place
at the disposal of the Instituto Cervantes the entire documentation
on which approval is based and must adopt the appropriate measures
to safeguard the confidentiality of the information obtained throughout
the procedure at all levels of the organization.
Quality reports required for renewing agreements with the Instituto
Cervantes will be carried out within a maximum of three months
after the Accredited or Associate center applies for it, independently
of which body issued the previous report.
Centers wishing to renew the quality teaching report may apply
to the Assessment Body which issued the previous one, to any other
recognized Assessment Body or to the Instituto Cervantes itself.
When making the application, centers must indicate the period
of validity of the joint agreement signed with the Instituto Cervantes.
